People who attempt to pass off their pets as “service animals” could face tougher penalties in Maine under a bill that drew support Wednesday from landlords and advocates for the disabled. As the number of disabled Mainers who rely on service animals or “assistance animals” increases, so have complaints lodged by both animal owners who believe they were discriminated against and others convinced unscrupulous individuals are abusing the system to gain special accommodation for their pets.
